Attorney Michael F. Kilkelly is the author of a detailed memorandum outlining the changes contained in the new FACES law, passed in 2012 to replace the Massachusetts CHINS, or Child in Need of Services, statute. The new law, which went into effect on November 5, 2012, creates a new procedure for status offenses, called Children Requiring Assistance, or CRA. The information in this memorandum has been incorporated into Chapter 24 of the MCLE manual, Practitioner's Guide to State Intervention in the Family, 2d Edition 2023. The chapter is titled Children Requiring Assistance (CRA) Proceedings.
