Attorney Michael F. Kilkelly is the author of a detailed memorandum outlining the changes contained in the new FACES law, passed in 2012 to replace the Massachusetts CHINS, or Child in Need of Services, statute. The new law, which went into effect on November 5, 2012, creates a new procedure for status offenses, called a Child Requiring Assistance, or CRA.
